Project Aim and Objectives


To provide resources for current VET providers and employers who are interested in implementing apprenticeships and other training placements for the most vulnerable young people in our society.

Key Objectives

1. Analysis of Current Policy and Approaches

Each partner will prepare base line reports that highlight data relating to current policies and existing practice:

Outline documentary analysis including policy documentation, research policy and practice to situate the project in national contexts.

Contain a range of information about national policies and practice relevant to providing VET and apprenticeships to vulnerable young people.

Explore key issues as vulnerability amongst young people in the partner countries, including identifying key factors in making young people particularly vulnerable. identify existing approaches to providing apprenticeships and how vulnerability is addressed currently. 2. Analysis of Practice: Case Studies

Lead partner - LAMORO

Each partner will:

Prepare a report on the chosen case study of existing practice to an agreed format

Each case study will be to a standard format enabling evaluation and thematic analysis of quantitative and qualitative data

Significance will be given to interview data, highlighting the experience of vulnerable individuals engaged in VET and apprenticeships

Each partner country will:

Interview up to 10 VET organisations to identify their experiences and needs

Interview up to 10 schools to identify their experiences and needs

Interview up to 10 employers to identify their experiences and needs

Interview up to 5 policy makers to identify their understanding of policy development, their perceptions of the issues and need

Interview up to 10 apprentices to identify their life experience and the role played by VET and apprenticeships

3. Reports on Practice Sharing Visits

Three practice sharing visits to provide reports in a standardised format.

A series of practice sharing visits will be undertaken by the partners to explore initiatives in partner countries and potential for transferability of practice. Partners will produce a report relating to these visits on an agreed template. It is anticipated that reports will include a description of the initiative that has been visited and the target groups of the project.  It will provide information about how the initiative is managed, information about funding and its sustainability. Partner reports will explore the strengths and weaknesses of the initiative and close with reflections on cultural transferability and recommendations.

4. Network of Practice

Three key outputs from the development of a sustainable network:

A database of EU professionals including VET providers, trainer organisations/colleges, schools and employers, policy makers and representatives of the European Alliance of VET Providers

Provide virtual opportunities to meet during the course of the project using webinars, video conferencing; possibly use blogs as a method of communication

Outputs generated by any events (seminars, presentations) held by the partners in their own countries. Material will be made available, e.g. records from discussions, videos from presentations of case studies and of key talks. In addition, participating organisations will provide information about themselves and their work.

5. Online Educational Resources: Handbook

The online handbook will be a guide to VET providers, including trainers/colleges and employers, who wish to more effectively support vulnerable young people on training programmes, apprenticeships and placements

The format and content will be discussed and agreed by the partners during the project and will be informed by the findings of each stage in the project. The handbook is envisaged as a step-by-step guide to implementation of supported VET and apprenticeships. For clarity and ease of use, the handbook will be constructed of sections each focused on a key area as identified in the evidence base phase.

The handbook would be likely to include sections on understanding vulnerability; on existing approaches; the value of integrated support for the target group. It would need to include sections identifying the support that is necessary. It would be likely to include practical advice on where to get and how to implement such support.

6. Online Educational Resources: Additional Resources

This is a range of useful illustrative material to support the handbook. The experience of the partners is that in the many projects they have worked that have delivered e-learning, the nature of the resources and tools delivered have varied immensely. Much depends on the nature and needs of the target group and this will be informed by the evidence-base. Flexibility is clearly essential, but some points can be made.

Additional resources will include material derived from different elements of the project. For example, it may comprise examples of practice from the case studies, descriptions of key national and European policies, data on the scale of the issue, information about vulnerability and information about where to get support for vulnerable young people. It may also concern information about how to develop models such as the Work Ready Cards – helping young people to be more aware of what they can offer.

Most important is that e-learning content provides a good mixture of different tools. Content should not be too text oriented so other media will be explored. For example, the Austrian partner has much experience of producing short videos showing interviews with key stakeholders talking about their experiences. Interactive e-learning will be delivered through a portal developed by Amical.

7. Pilot, Evaluation, & Finalised Online Educational Resources

Lead Partner: Centrul pentru Promovarea Invatarii Permanente

In each partner country: the VET provider pilots will include a range of trainers, colleges, and employers, selected by the partners. The resources will be available online. Evaluation will be through an analysis of the positive and negative effects.

Data capture will include: A pre and post questionnaire; User interviews; A Wheel of Learning that identifies the learning of the trainees.

The key output will be an evaluation report which will inform the second output, which is the finalised Online Education Resources.

Piloting the OER. Up to ten VET providers within each partner country will be invited to use the OER. The key outcomes will be understanding and learning about what worked and worked less well. As a result of this exercise, the OER will be revised, refined and made publicly available for use.

It is expected that organisations that are involved in the pilot will complete a pre- and post-test evaluation sheet, and a wheel of learning devised by the partnership on key evaluation principles.

In order to ensure that the OER are valid, it is necessary to pilot the resource with potential users.
